Maybe the state could actually enforce the law. If a car is pulled over and does not have insurance, immediately impound it.
Obviously, state police would have to enforce this in NOLA

Same here (State Farm). I called my agent, which is a good friend and have been with him for years, and asked what was going on. Aside from the Plaintiff Atty stuff that has been going on for years, he said the cost to fix cars has gone up substantially. He also mentioned the time to fix cars (see the Brian Harris BMW backlog thread) has increased substantially so if you get in a wreck and they have to provide a "free" rental, the rental costs to them have increased.
The OP's point doesn't have much to do with those issues.
It costs close (if not the same) to fix a vehicle in Texas or in Louisiana or in Mississippi.
The reason Auto Insurance is so expensive in Louisiana is driven by out-of-control liability issues and the plethora of Uninsured/Underinsured Motorists.

The problem is people think they are entitled to injury compensation for every little fender bender that they are in. The amount of BI claims for accidents deemed "minimal impact collisions" are ridiculous. It doesn't help when every billboard and tv ad/sponorship is a PI attorney advising "in a wreck? get a check!" No matter how "minor" the wreck is.

Great, now drive down any road in LA or FL and count how many injury attorneys there are. Try to watch a saints or LSU game without seeing an ad for one.

What laws does Ohio have that make its insurance the lowest in the country? Lets copy those laws in LA and enforce them. I know Ohio's drivers are not any worse that LA.

Remember, 49.9% of drivers are below average drivers and there isn’t a single one of them who thinks they are below average.

I think they're very different drivers than we are. Shoot, North LA and South LA drive completely different. It just seems like people in MS and AL drive like they're on a scenic drive. People in LA drive like they have to turn a 30 minute drive into a 5 minute drive or else they'll be killed. Just seems like more of a disregard for human life down here than in those other states.
