At first I was thinking... oh shite they’re about to shoot this dog. Dog was just trying to be friendly and say hi to it’s owner and whoever else. He didn’t even bark at the cops or anything. You can see the instant it clicked for the dog that it was a bad situation and he got the hell out of there quick.

I may be misunderstanding this, but what I got from it, was that the rental company still owed on the car, and weren't keeping up with those payments, while still renting out the car. I could be wrong on that though.

No it means the rental company wanted to repo the car because the renters stopped making payments. When I worked at Erac, repo-ing cars was my favorite thing to do until I had a shotgun pulled on me.
