Contrary to popular perception, civilization existed 50 years ago. People had cars/trucks, central AC/heat, television, refrigeration, telephones in most homes, microwave ovens even. 50 years ago there was an active space program.

By a lone private citizen assassin. What's that got to do with anything?

What was it last month or 2 ago a 9 year old kid got assassinated by thugs to punish his family?

Reagan had an assassination attempt in the 1980's too if you wanna go political.

None of this has to do with leading a criminal suspect down the street by a rope.

What are their advantages in Galveston? I can see their usefulness in places like Bourbon St and NYC where there are large crowds, dense groupings of people, or the need for crowd control. I don't see any of these issues in Galveston.

My college roommate's county in Mississippi fought desegregation up until 2016, their final scotus appeal was 62 years after brown vs board.

The other cops were caught up in an officer who was shot at the time so there were no available police cars in the vicinity when this happened.

If the arrested were white nobody would care. Sometimes you make do with what you have and aren't thinking "Does this look bad?" I mean it's not like they're pistol whipping the guy THEN using the rope.
