He is suppose to calf tie that criminal and put him on the horse and walk the horse out.

How far did he have to walk? And how high traffic is the road(s) they walked him down?
I'd be more worried about a lawsuit from potentially violating his safety by making him walk in the hot Texas August sun in the middle of a street in town.
Yeah it "looks" bad, but that really isn't even close to the top of the list of concerns here.
It probably would've taken all of 10 min to wait for a squad car to show up to transport the guy. He didn't represent some immediate threat to the people in the area. It's dumb not to wait.

Leaving race out of it, it's a dehumanizing thing to do especially considering the man is severely mentally ill. It seems there would be safety issues too. What are you going to do if he runs? Trample him with your horse?
