I don't know.
All my mother has told me is she is a 45 year old black lady that said she is a mother and grandmother.
She also said she bought the phone from a black guy.

I have sons who are probably that age and things like this scare me. Have prayed for someone to find him and for strength for your mom and the family.

Gotcha. I live in Metairie and drive through some fairly shady areas of New Orleans daily so I’ll keep an eye out.
Even if I see him I’m not sure what good I can do if he doesn’t want to be found though.

Not to be a debbie downer but unless he's suspected of OR committing a crime of some sort, I don't think he can get his phone location accessed. If people want to disappear they have every right to do so.

The woman with the phone gave my mother her name. I Googled it and nothing comes up on an initial search.

I just sent how to do it on an iphone. They have access to the phone so unless its wiped or he has the feature turned off they can.
