The easiest way to check to see if it's okay to eat, is to put it in a ziplock and leave it on the counter until tomorrow. If the bag swells up with air overnight, it's good to cook.

It shouldnt smell like anything. There is your clue, if it does, throw it out.

Seems to me if you cook it thoroughly it would kill any bacteria. I’ve microwaved left out food before without any issues.

I grew up with steak tartar (raw hamburger and raw egg)
Raw meat as well (killed, not cooked)
I think part of the problem is modern meat processing.
Old school = 1 cow one butcher (local)
New school = 50 potential cows in 1 hamburger and way too many middlemen

It ain't hurt. Even if it has turned a little you've got an immune system, chances are you've gotten over whatever illness it would cause.
I smoke a LOT of fish and I leave all of it out of the refrigerator under a layer of paper towels for at least 12 hours or so. It smokes infinitely better if it is dried and has a "rind" on it before placing it in the smoker. I learned this at a school of marine biology in Munich which is considered the European epic center of preparing fresh water fish for the table.
