What would he have done, decided not to sign the budget because it had money going to Ukraine? No president would have done that.

I don't know, Joe and crew refused to fund FEMA unless Ukraine got its funding. They did this immediately following the Maui fires and when other areas were dealing with flooding and aftermath of storms. He held American people who had lost everything and were at the lowest point of their lives hostage for the sake of funding for Ukraine.
Never doubt how slimy politicians can get.

I agree, but Trump would have had to block the bill in the face of overwhelming public support for Ukraine, with a (most likely) shaky approval rating. Biden was riding the wave of public opinion, Trump would have had to stand in the face of it. I just don’t see him or any other president doing that.

If anyone cared, they would know by now the US and Victoria Nuland sponsored the "Revolution of Dignity" in Ukraine in 2014 which upended the Russian dominated Donbas region and a civil war that has been ongoing since and leading up to Putin openly involving Russia.
And to this day the US still sends monetary and other aid to Ukraine. So while the US isn't directly on the ground (yet) they have contributed to the onslaught on innocent lives.
But the USA is innocent all the time in every conflict.

Both the US and Russia have been doing this for years. It's called proxy warfare. We did it to the USSR in Afghanistan. They did it to us in Vietnam. Now we're doing it to them in Ukraine.
