Because Russia doesn't want to recognize Ukraine as a state actor. Calling it an act of war means they view Ukraine as an independent state actor. Calling it a terrorist attack means they don't have to recognize Ukraine as an independent nation.

How are they “unsuspecting?”
The general that got blown up. The guy was hired to deliver the package and didn’t know what was in it and they blew him up as well.
The bridge attack and this most recent attack was a shipment deliveries where people were hired to move cargo and were blown up after doing so.

I wondered how the Aeroprakt company is still in operation and sending Light Sport Aircraft (LSA) to the United States. Me thinks they're being subsidized by the American MIC:

They’re calling it a terrorist attack because Ukraine keeps hiring unsuspecting civilians to deliver these attacks while they have no idea.
The Russians say they have detained one of the truck drivers.

This is a day after they blew up a bridge into a passenger train
They blew up a railroad? Like in every war since rail lines existed?

By the way: You don't think it was the Trump administration intelligence agencies who tipped off Ukraine to all these bombers lined up in a row?
Do I think US assets tipped them off? Yes.
Do I think Trump ordered them to? No.
DoD/US IC/deep state is not captured by the Trump administration or Lyndsay Graham wouldn’t be sitting in Kyiv telling Zelensky not to worry about Trump during a peace negotiation.

Incorrect. 3-4 bombers were damaged. I bet you also believed the Ghost of Kiev story

How do you 'unsuspectingly' launch 472 drone missiles and 7 cruise missiles?

So a couple of old prop bombers destroyed = obliterating Russian strategic aviation?
The TU-95 is indeed a “prop bomber”. It’s also the backbone on the Russian strategic bomber force. I don’t know precisely how many of them the Ukrainians took out, but if it’s even close to 40, that is indeed a massive blow to Russia’s nuclear triad. Hell, even if it’s half that number, that’s still a big loss for Russia. X

Ukraine is obviously trying to provoke a major attack to garner more sympathy. Just last week Kyiv got bomber the worse in the war because they sent 600 drones to Moscow that did minimal damage.
What kind of response do you think destroying nuclear bombers and blowing up a passenger train will get?
I don’t think these strikes are solely to gain sympathy from the West. Peace talks are coming, and coming soon. Ukraine is looking to go into those peace talks with the strongest hand they can. It’s apparent they cannot look to battlefield success where they’ve taken land from the Russians. In fact, due to manpower shortages on the part of Ukraine, it’s looking more and more like Ukraine needs this war to end as soon as possible before their front collapses. So, what is left for them to do to have some sort of bargaining chips at the negotiating table? Well, the ability to hurt Russia in its own territory. That’s really it. So, I think what we’re seeing with the strike on the bomber bases and the train attack, is Ukraine looking for some sort of leverage at the peace talks that will start at some point in the coming weeks.
