The fact that he is under investigation (yet again) at a time when he is also in a fight for reelection means he is in a perfect position to bargain with the devil.

I can almost guarantee that the mayor and her crowd (on the belief that she could soon be VP) made him an offer he couldn't refuse. She likely implied that his legal troubles could be swept under the rug if he did what she wanted.

With any real justice, the officer will walk and get paid handsomely and this useless, corrupt, piece of shite DA will rot away in prison where his arse belongs.
