Yes, there are events for teens. They have existed for decades. Like the old sock hop or school dances.
The government sponsored ones usually don't involve street racing or fighting.

I don't know a single thing about this situation other than the lmiited info in the OP, but I'm gonna guess Brent Scher doesn't have the full story.
I've worked closely with P&R programs for many years and it doesn't surprise me that a department (especially an inner city one) would organize some kind of teen hangout function at night. However, waht they would most CERTAINLY do is host it on city property that they own like a rec center or ballfield. They woudl also advertise for it thorugh their official channels.
I'm nearly certain that an actual P&R department isn't secretly DM'ing a few teens on instagram and organizing them to do burnouts on public streets.
Although nothing liberals do anymore would truly shock me, I would be mighty surprised if this account is 100% accurate.

What’s wrong with teens getting a little energy out of their system? They spend all week buried in their books and want to have some fun. Who said you can’t congregate in public spaces and be a little loud?
