One thing that should be clear to everyone after all of this is just how much law enforcement agencies lie.

We could give each Mardi Gras krewe a week to patrol the city. They could have a cell phone set up to receive 911 calls. The krewe could be spread out according to the kings discretion. At the end of the first year rank them in order of complaints, least to most. Bottom half is eliminated and can’t parade the next Mardi Gras. Keep doing that until we are left with one krewe and they become the new police.

It's like people are pissed we didn't get our actual destructive riots here.
You can shite on NOPD on any number of things, their ability to control and handle an unruly crowd is not one of them.

The vast majority of that stuff is military surplus. The Pentagon spends obscene amounts of money on war vehicles and equipment. Then, war ends, and they have all this stuff. They don't want to store it. So, they basically give it away to state and local police forces, who gladly take it. Then, of course, your local police decide, well if we have it, we better put it to good use!
Tell the Pentagon to stop buying stuff they don't need, then they won't feel the need to give it away to the police departments.

I wasn't on the bridge, so I can't tell you whether their use was justified or not. From reports I have heard, I would say "not", but, again, I wasn't there.
I'm more annoyed that the Chief for days said "nah didn't happen" and now is saying "yeah I was told it didn't happen, but it did".
Someone lied their arse off, and that's a big problem to me. If the SWAT commander issues the authorization to use them, then freaking admit that he did that.
We give our police so much incredible power, I don't think it's unreasonable to expect them to tell the truth, especially when they may have had a valid reason to use the rubber bullets.

That’s not the point. The point is his officers lied to him or he lied from the get go
