FWIW, not all Fed areas will observe it as a day off - the Fed Reserve will be open on both days, which means Banks as well will be open. while I am sure that some people will get them off work, it looks like the observance of them as a holiday is superficial.

Will tell you from personal experience that most people take vacation time around this time so the work force is pretty low anyway. If there is anything vital someone will be there.
