There is a difference between dress boots and cowboy boots. This is an example of a dress boot:



Dress sneakers exist now but I doubt OP is talking about them.




Sneakers with suits is just part of the formalization of the suit. I generally am not in favor of it nor suits without a tie. Both make sense in the right setting with a sport coat. More and more associates in my firm wear dressy sneakers with suits and I am fine with it in my division as long as they are in the bunker. If they are meeting with clients or in court then they need to look like they came out of a Brooks Brothers suit ad produces prior to about 8 years ago.

I am long past the ability to pull off a trendy look but if someone can I won't hate. ZZ top taught us an important lesson about dressing but many men actively avoid it.
