They have the highest resell value on the market so either will hold its value well. They last forever too, I know several people that have ones running strong at 10+ years and 150k+ miles. I bought mine with right around the same features as yours several years ago and have not had any issues at all. Now at 80k miles.
I'd usually say buy used, but for just $2000 I would go new in this case. One recommendation though would be to look at 4x4 pricing

I have a 2004 Tacoma with not even 80,000 miles on it. The Blue Book value is between $8300 and $10,300. I bought it for $17,000.

The invoice on that is over $30K, not $28K like you're stating in the OP. You are quoting the original MSP, not invoice.

Invoice is always lower than MSRP. MSRP is first number on the list. Invoice is second.

TSS package on a Tacoma is gonna run you in the $31-33K range.
If the pre-owned you are looking at is certified, then you may want to consider it as you can upgrade to a 7/100k Platinum warranty for under $1000.

Buy the new one...
They redesigned the truck in '16 and added a lot of worth while features over the previous gen. Radio is nicer, projector headlights, digital screen on dash, new 3.5 v6 more HP/TQ (that old 4.0 v6 is a proven workhorse though in the previous gen and i find the 5 speed transmission was slightly better than the new 6 speed).
From my personal experience...
I own 16 4runner w the 4.0 and owned the 16 taco with the 3.5. (Now have a 17 tundra)

Doesn't make sense for Tacoma to only have cloth seats and not offer vinyl seats.

Just bought a new Taco TRD Sport with the tech package. 35k out the door. Don't expect much off the sticker. There really isn't much work up in the price any way. Go to KBB.com and get a fair price estimate. That's pretty much what you're going to get. Only about 1500 off the sticker but there isn't much work up off of invoice.

This is about the only time of the year you'll get a Tacoma near invoice, though, during the switchover period with the 2017s still on the lot. Normally you're looking at $600 to $1800 over is what they're actually selling for.

Either negotiate at least another couple thousand off the 2015 or just buy the 2017.
Also you usually don't have to pay invoice. If the invoice on the 2017 is 28k and it truly has the same features as the 2015 then the 2015 for 26k is overpriced.

I feel like the 2015 and previous are better overall.
These trucks hold their value, second only to Wranglers as common vehicles go.
You hit a point where they stop going down. Because of this, it's one of the only vehicles that you can trade in every so many years and basically keep the same note, because of high demand for used trucks. I have an uncle in law who does this. Every three years, new Taco, same or even lower note. Me? I've already decided to never sell my 2006. I used to say at 200,000 I'll replace the engine and keep in going. Well, 200,000 came, and the engine and trannny have never had a day of downtime. I sent oil from my last change in to be analyzed. (Place in TN does it for $25 including shipping). Everything still looks new, no metal, no water.
Fluids look new.
Only issue in all the time were squeaky leaf springs and clicking u joints.
The tire monitor system failed(didn't Need it) and two O2 sensors needed to be changed.
When my last truck hit 125k, it had an engine top rebuild and I had rebuilt the trans, and swapped the rear dif.
I'm so impressed by the truck. Best made vehicle I've ever owned.
