This is really true. I know this is anecdotal, but I went to a "A" graded high school in the state. Two of our top 10 graduates dropped out of school in their second year. They were the kind of people who graduated with a 4.0, yet scored a 20 on their ACT. Another top 10 GPA student ended up going to associates degree route.
There is not one metric that you can place on a student to determine success.

This isn't circular.
I went to public school in Mississippi and got over a 28.
In fact, every one of us (3 siblings) made that score attending MS public school.
That's an anecdote, but your post still didn't display circular reasoning.

ACT is extremely learnable
if you can't manage a 30 on that thing with all the study programs available then you are either not college material or lazy

Standardized test scores are WAY more accurate in predicting college success than GPA. Any smart kid that scored high on ACT/SAT can raise a poor/mediocre GPA, a dumb kid is never going to get smarter and improve scores.

Issue being you stated something was circular when it isn't.
It isn't a fact you won't score a 28 or over if you attend a LA school. If it was a fact, then it would be circular. Since it isn't a fact, it isn't circular.

Standardized tests don't just prove how much you know. The kids that excel at them have to display high level problem solving and time optimization skills. That separates the low 20s scores and the 30s and above.

I know. I am just sad because I know there are kids out there like my that can't do well on the ACT. That is where I agree with Epic Cajun. We need more than one metric to judge the need of a college student.
I actually had to take the SAT once because I didn't do well on the ACT. Then I took the ACT again. My scores were high enough in single subjects in both to get out of a couple required courses.
But if I didn't test and test again, I wouldn't have even had TOPS.

for all intents and purposes, I went to two schools.
school a: very rural, uneducated, and poor.
school b: suburban, mostly well off, good reputation.
the #2 of school a dropped out after 1 semester.
kids who graduated in the middle of our class at school b are finishing engineering and accounting degrees from decent state schools with the upper echelon at schools like Princeton and Vanderbilt.
most rural schools are absolute jokes. everyone knows or is related to everyone so they all get Bs for showing up and As for trying to do the work.

Probably basically the same thing. I don't think you were fair in saying that people who get these next-level degrees are more educated, because you only stick to your discipline and one branch of your discipline at that.
I think you should have said that you are more applied. Because you do more than learn when you get these things.
I am trying to give you more credit...and myself.
And masters degree without a thesis isn't a masters. Just messing.

For whatever reason the average black ACT tester only scores a 17.0 according to a quick Google search, far below whites and Asians. There was already a thread earlier today saying TOPS was bad because 75% of the recipients were white kids, with this new minimum of 28 that's going to be like 90% based on test score. The other 9% will be other races and maybe 1% black in a state with a huge black population so it has to be considered racist and if you consider disparate impact it also is probably illegal.
