Then maybe they should actually study and prepare for the test if it will mean free money for college. College isn't for everyone. Let a higher ACT weed out the dumb ones that are just wasting state money until they lose their TOPS after the first semester.
Still pisses me off that TOPS went into effect for 1997 grads, when I graduated in 1996.

Is this where we post our ACT scores? I got a 32, broken down thus:
Reading: 35
Math: 33
English: 31
Science: 29
I took it about 15 years ago, but I remember the scores because my brothers and I are in a life-long competition on everything. I won the ACT competition against them by 1 point.

If you score a 19 -24 on the ACT And still meet the GPA requirement, you can get a full ride to community college, or only receive partial payment to 4 year college.
TOPS is tiered.
I had tops when i went to LSU, and it only paid for about half of my tuition. Still had to fork out $1000 per semester.
Wasn't eligible for pell grants since I assume my parents made too much money. We are middle class.

what is scarier is the follow up, which will be "they get good grades" and then you go "those are these schools' best students?"
it was one of those shocking revelations i received touring schools in Nerd Bowl back in high school. really eye-opening
and even back in high school i wanted a "school tier" where x-level got you to a CC, y-level got you to a regional school, and z would let you get a free ride to LSU.

The problem is we are wasting money as a state paying for too many dipshits to waste their freshman year in college when they have no business being there.
BTW, I made a 37 when I was in 2nd grade.

Your anecdotal evidence is akin to my suggesting that a 4-year degree from Harvard is useless because Bill Gates dropped out and became wildly successful.

Tops doesn't need to change ACT reqs. It needs to require TOPs receivers to participate in degrees that fricking matter
