That looks like a battle axe from the ancient Covington Baw tribe.

I used to talk to him about metal detecting and the history of the area. He definitely knew his stuff. The last I heard in the mid/late-90’s, he said he was moving to the Philippines where his wife was from. Downtown was turning into an artsy-fartsy nightmare and his rent was going way up. If you are still in the area, go to Smith’s hardware and ask. They would give you good advice on who to talk to. They have been there forever and have a museum of sorts.
Louisiana has official archeologists on the payroll. If you can find them, shoot them an email.

I saw Frank four or five years ago at the Madisonville museum. He was his old self. Spent many a dollar at the Foxhole. I went to his house once, and hole-e-shite did he have some stuff in that place!

It's clearly an axe of some sort. Coupled with the Nazi flag topper, I'm going to guess your mom's property (at some point) belonged to a WWII soldier who did a little looting on the side for souvenirs.

that's my take as well, the axe looks like something from the Vikings with the runes, but you really need to get an expert opinion...
