That counter sniper is either state police or local pd, not SS. He doesn't fire first, the first 8 shots we here are the gunman. The last shot is the gunman being killed, maybe by this guy, but we don't have video of him making the shot to kill the gunman yet.

He was blended into the roof fairly well from that video of him, it would be easy to get lost in the scope trying to find him like another poster said.

Surely, dude was looking at something else through the scope initially..
looked up, immediately saw shooter, and shots were already taken as he went back under scope. And his first shot appeared to be towards the ground. I don’t think this guy took out the sniper.

No doubt. I could easily understand if he is zoomed in on the scope which narrows his field of view and also degrades the image quality. shite is hard to see sometimes. I bet the sun beating down on the white/light colored roof making it harder to see the gunman.
