Even worse, a lot of prisons are run by private companies whose financial interests are served by high recidivism rates, so why in the hell would they even try to reduce them? One of the main points of prison is to teach criminals a lesson so they don't offend again. So, naturally, we put them under the supervision of people whose livelihood depends on them offending again. Stupid, but it's the South, and we're nothing if not dumb as a fricking rock.
