Tell them to "Get Fricked!"

If you are ready and willing to buy right now and they won't eliminate that fee, that is not a deal you want to buy from.

Nope. Walk. I didn't pay any fees besides TT&L when I bought.

Never heard of that, but I'd laugh in their face and walk out.

You probably look like someone who would just throw trash on the side of the road, including old tires.
He's just trying to collect up front

What dealership is this? I'm in the market for a new vehicle soon and would gladly avoid them.

Tell them you would love to keep the tires they are referring to so you can save on firewood this winter and to knock off the fee

tire disposal fee

That would be there sale disposal fee if it were me.

In the end, all that matters is the bottom line. A dealership can tack on whatever fee they like as long as they are the lowest price for the vehicle I want on said bottom line.

I've bought an obscene number of vehicles the past few years - the dealer is full of shite. If you don't have a trade-in, there are no tires to dispose of... simple.
