This. Over and over and over again. Fix these problems, you fix the big picture and TOPS is a legitimate program that works for its original purpose.

I could probably be persuaded differently, but I just feel like a pay back model shifts too much risk to 18 year olds who still have a lot to figure out.
I can’t remember who’s trying this, but I actually like the equity/dividend model. Basically, you pay some percentage of your salary back up to a certain amount for a certain amount of time. You can give a “hometown discount” for any time you spend as an LA resident. That way, you’re not penalized if you guess wrong when you’re 18 and change majors to one that doesn’t have many opportunities in LA, and LA still gets a measurable return for the kids it gives TOPS to.

The average TOPS stipend is like $5700 a year.
The vast majority of people in this state don't pay $5,700 a year in Louisiana income tax.
So, it's like you get all of your money back, and then don't contribute to anything else in the state like roads, etc.

This is a common concern that I have some disagreements with. Is it really the students fault if the state economy doesn't have a job for them.
