You gonna get a lot of downvotes from people who are 100 percent against "socialism", yet, TOPS is no different than what the Bernie Bros are advocating for.

I've been enjoying the posts from supposed middle class people in favor of a social program aimed their way.

You’re lucky the other thread got deleted, or I’d quote and link your arse. Although you have said multiple times in this thread that I like taxes, the other one you absolutely said I’m for higher taxes and welfare

This. Over and over and over again. Fix these problems, you fix the big picture and TOPS is a legitimate program that works for its original purpose.

quote:

Wife and I both went to college through TOPS, graduated debt free and left about XX years ago for roles here in XX. We still own property in LA (rental) but the opportunities just weren’t there. Moving to XX granted us far better public schools, more than doubled our combined salary, COL is dirt cheap and we don’t pay state income tax. We sometimes fantasize about moving back home closer to family but it makes no sense for us at this time.

There does need to be some type of payback stipulation. Something like you were paid 4 years of tuition so you have to stay in LA for 4 years. If you don’t, every year less than 4 you have to pay back that tuition. So if you stay 3, you pay back 1. Etc...

I could probably be persuaded differently, but I just feel like a pay back model shifts too much risk to 18 year olds who still have a lot to figure out.

I can’t remember who’s trying this, but I actually like the equity/dividend model. Basically, you pay some percentage of your salary back up to a certain amount for a certain amount of time. You can give a “hometown discount” for any time you spend as an LA resident. That way, you’re not penalized if you guess wrong when you’re 18 and change majors to one that doesn’t have many opportunities in LA, and LA still gets a measurable return for the kids it gives TOPS to.

I mean, it's better to get some of your tax money back instead of it being spent on people who didn't pay taxes.

The average TOPS stipend is like $5700 a year.

The vast majority of people in this state don't pay $5,700 a year in Louisiana income tax.

So, it's like you get all of your money back, and then don't contribute to anything else in the state like roads, etc.

This is a common concern that I have some disagreements with. Is it really the students fault if the state economy doesn't have a job for them.

Yep. But it’s cool dude. Keep justifying your love of taxes and welfare as long as you get yours right?

Yeah, if you grow up in an average-earning household in LA, TOPS is definitely more than just getting your money back. No doubt about it.

How is Tops funded? Sales tax?

Oof. Now this is something you will have to link. Because I've certainly been consistent on my dislike of taxes.

When I think of welfare, I think of handouts going to people who aren't contributing in the first place...
