Financial status shouldn't matter on a merit based program.
There are ways to fix TOPS:
1) raise the standards (which has been brought up, but people cried "racism")...so how do you fix this cultural bullshite?
2) Include years working in Louisiana aspect as part of the program. There are a couple ways to do this...would be its whole own post
But pulling the rug out of TOPS completely is dumb. It would need be phased out over time...and the tax money saved would need to be outlined for a new plan that helps education and doesnt just become another welfare/slush fund of money. At least right now the money is working for taxpayers of the state (one of the very few programs that is)

TOPS is one of the very few programs that actually helps the middle class.

You eliminate the primary program which increases the number of college educated people in the work force.
Yes, many college graduates leave. But if LA could ever get it's shite together and provide more college-required careers, the brain drain trend would reverse. That damn sure won't happen if there is no brain to begin with.

Wife and I both went to college through TOPS, graduated debt free and left about two years ago for roles here in TN. We still own property in LA (rental) but the opportunities just weren’t there. Moving to TN granted us far better public schools, more than doubled our combined salary, COL is dirt cheap and we don’t pay state income tax. We sometimes fantasize about moving back home closer to family but it makes no sense for us at this time.

I’m pretty sure it’s always been a 2.5 and low 20s ACT for the base award. It certainly was when I started at LSU in 98.
For all of the gnashing of teeth over the requirements, I don’t think that’s the main problem. The problem is that LA college grads are fleeing the state and providing zero return to the state
I would think that a kid who just got in with a 20 ACT, graduated, stayed in state and got a slightly better job than he would have with just the HS diploma is a better use of the money than a kid with a 30 who graduates and bolts for Texas. The standards aren’t very relevant until you figure out how to stop kids from leaving.

Oh, they absolutely would. But the massive amount of money in the welfare slice of pie would, at the very least, allow for a period without tax increases.
Best you can do is vote them out with people who would cut taxes.
It’s a multi step process, for sure. But you can only get to where you’re going by taking one step at a time.

There does need to be some type of payback stipulation. Something like you were paid 4 years of tuition so you have to stay in LA for 4 years. If you don’t, every year less than 4 you have to pay back that tuition. So if you stay 3, you pay back 1. Etc...

It's still merit based, though. It's not a program designed for low income only, which is the point.
How do you raise the standards for TOPS when people cry racism when you do? It's an unfix-able problem with Louisiana culture
If you remove TOPS completely, the money would just go to "poor people with a pulse" instead of "LA residents with a pulse". How does that help anything?
