You're going to get the downvotes for that OP. You see, "conservatives" in Louisiana love their handouts. I have two teenagers heading to college in the next few years and yet I support getting rid of it entirely.

20 years of service at 40, plus 5 years of leave built up and you can retire with "25 years of service". A close friend of mine just retired from there with very similar circumstances.

No, we need to restructure tops into a loan with stipulations of residency.

It was designed to keep the best and brightest into college. A 2.5 GPA and a 20 ACT is not best and brightest

And these kids will lose TOPS fairly quickly. You do have to maintain certain standards to KEEP TOPS.

actually tops is earned unlike welfare and such....

also frick that let the middle class keep some of the money they pay.

If the tax money that's already collected goes into the system and reduces tuition along with higher education reform, I might go along with you. Cutting cost across the board would be more a priority than TOPS. Eliminating hobby degrees, cutting down the hours needed for degrees another. If you want to golf,play tennis and swim that's ok. Take all those hours out of the education system. All you need is 3 years to graduate if we stream line the process.

We are fighting over TOPS while Tennessee give recent grads free community college

It wouldn't be a full benefit and I'm pretty sure you can't accrue that much sick and annual in 20 years.

Also, my understanding is to retire with 25 years and under 50 years old...it has to be "hard time" (accrued leave time not counted)

So if we require all TOPS graduates to stay in state for 4 years....is there enough jobs in Louisiana to hire them?

I agree in part. My daughter is a senior this year. She has a 31 on the ACT and a 3.94 GPA from LSMSA in Natchitoches. She is getting better scholarship offers from out of state schools than LSU. Its well known that LSU offers little to the top instate students because of the TOPS program. I guess the thinking from LSU is that they are getting TOPS honors and that should be enough. If she lived out of state she could probably be looking at almost a full ride.

I'd make that trade tomorrow.

CC is a lot cheaper for the state, and most people attending CC are actually there to get an education and training, not there simply to join a frat and drink.

When old man Taylor was doing this... it had nothing to do with keeping students in state... he simply wanted kids who were plenty bright, but could not afford to go to college, to be able to go to college. And clearly it would be cheaper to do that at an in-state public university.

That morphed into all smart kids, no matter how rich or poor they are, and then further morphed into pretty much any kid that can graduate high school.

Because the real problem is the lack of jobs for college graduates.

Your answer is to abandon educating the populace while our job situation is in the crapper.

The solution should be to build up and bring in businesses with a need for college graduates, and to have an educated workforce ready to fill those positions.

We educate our people, and then they leave for Texas. What if they went to Texas for college, and we had jobs here for them, would they come back here for those jobs after graduation?

Ok. So put an income cap on it, but make it more difficult. 2.5 and 20 is not college material at all
