Seems it could be worse. I'd think they'd say injuries may be critical if he was in life threatening condition. Hopefully just fixing the broken legs which in the grand scheme of things may not be that bad. Probably no more golf, but who cares for how bad it could have been

There is no get out of jail free card because you slept for a bit. If you're over the limit, it doesn't matter one bit what you've been doing for the last however many hours.

There is no "legal limit" on that stuff.
You can test positive for marijuana from a week before and fail a drug test. From pills from 2 days before and fail a drug test.
I assume it is up to the discretion of the police and DA depending on what they can prove.
