And you're seeing a kid with a whole plan and letting him carry it out because you think it's somehow a protected right
If the administration becomes aware of the problem, they could recommend the student see a psychologist. Arresting him? Nope. You're just gonna make him more hateful and spiteful of everyone if he really does want to carry out the plans.
Say you choose to arrest the kid and send him to an alternative school right down the road. Do you think that magically removes his hatred for the original school, faculty, and students, or does it actually increase it? And what happens when he does get out of jail? He can still carry out any previous plans he had before going in.
Those solutions solve around zero of the problems for kids that would've actually done the deed. It is a mental health problem, which should be solved by a mental health professional, not jail

THis is overkill (pun intended).
KIds say stupid shite. Kids make inappropriate jokes.
I think I threatened to "Go Postal" at more than a few of my jobs when things were especially annoying.
Throwing a kid in jail or out of school should never be the first option.

What about the parents? Now they dont have a readily accessible firearm to defend their home and family. Should sue PD if break-in occurs and family member is hurt or killed since they took away their right to defend themselves.

I'll give you a hint though, that's already illegal and not protected by the first amendment.
I would guess that the threat would have to be specific in its intent and enough to excite a reasonable fear and that a reasonable person believes the individual making the threat has both the motive, opportunity and ability to carry out the threat.

Since the Florida shootings, we've had similar situations as OP at my school. The issue is determining who is serious. If the person who has to make that decision decides that the kid was joking and lets him off just once, then he follows through on the threat, you have a literal and legal tragedy on your hands. I'm for erring on the side of caution.

Things will happen from time to time. You can't stop everything. What you're talking about is arresting kids because they say things that someone finds scary. Again, they didn't actually commit any crimes other than saying words

Our vice-principal didn't call the cops for any reason. He bent you over his desk, let that piece of oak kiss you across the arse three times and your attitude was properly adjusted. If you had a short memory (or were just plain shtoopid), he'd tune you up again in a couple of weeks.
Course, this was back before time outs, participation trophies, safe spaces, school resource officers (trying to make time with cheerleaders), #MeToo and all the other snowflake sh## that pollutes our society these days.
Heck, we had guns in the back windows of our trucks... and not one single instance of a school shooting, or even anybody ever pulling a gun on anybody. It just didn't cross your mind back then.

I don't disagree with this, but it could also give a student more of an incentive to return to school and shoot it up.
Kids who do this needs to be sent to some type of mental health institution.
They shouldn't be allowed to have a gun in their house. I know someone will say that would be violating everyone in their home 2nd amendment rights, but frick it. We are talking about someone who is threatening to shoot up a school. For those who think that their 2nd amendment right should come before them being a threat to shoot up a school, would you feel the same way if your child attended that school?
