1) Cops will not take a report unless it happened on a public roadway. (If it was a parking lot, they will say "sucks for you" and hang up).

2) Only thing you can do is contact your insurance company. It's possible the insurance company will be able to find who the other guy is insured with and work out something. But Police will do nothing if it happened on private property.

Years ago I had a neighbor who had a drunk guy fly into his driveway, hit his parked car (totaled it) and drive off. He called Cops and they said "Sorry, it's private property and we cannot get involved." He was pissed, but that's the rule, at least in some states. All he could do was call his insurance company.

A good ol’ fashioned throat rip is the only appropriate response.

It was a parking lot. Cops showed up. Gave a report. Pulling cameras from the business. Coolio.

buy your daughters a variety of “on the road self-defense” items. My teenage daughter will have a small arsenal of weapons on a specially compartment that only she will know energy it’s hidden.

and then, we will go to the range so she knows how to safely and efficiently use it if needed.

Hopefully your daughter has uninsured motorist coverage. That looks like an uninsured driver to me.
