So what happens with cases like this? He gave identifying information so they know who she is. Is the lady going to get a visit at her house from the police? They can’t really give her a DWI at this point, she could argue that she got drunk/high after returning from the store. How will this likely play out?

As far as the government is concerned, this was a medical incident and the roadway is open and safe. Can't get to every crime in the streets of Mogadishu.

Basically it sounds like a medical type call, so yeah, fire and ems show up.
Then if no one was there, they cancel police. They have those radio things they communicate with these days.
With that said... In that area you are talking about, there might be eight police officers working that area. Uniform Patrol is depleted

My only experience with BRPD was similar to this. They don’t answer calls with any urgency, and eventually the fire department and paramedics will beat them to the scene by at least 20 minutes.

Based on the description of her behavior she wasn't on meth. More than likely heroin... Or she could have been dealing with sleep deprivation from being on meth maybe.. But it sounds like she had recently shot up.
If you wait to see if they get behind the wheel its usually too late. You want to avoid them getting behind the wheel.

Last summer there was a guy laid out on the bus stop on brightside and Burbank it was hot midday summer. Unbelievable hot. Anyway this poor guy was just laying there, I didn’t know if he was dead or in bad shape. I drove to the sheriffs substation. Lady didn’t want to be bothered with this, it wasn’t in the jurisdiction. Ok can you call BRPD. Nope nothing, just looked back down at her newspaper.
So I called BRPD myself.
