This afternoon, I called the Baton Rouge City Police

I observed a lady inside a retail store passed out on a chair. She would occasionally come to and then go lights out again. I notified a worker at the store of what I had observed. This went on for at least 15 minutes. I have pictures and video. The worker woke her up, she came to and starting pushing her cart down the aisle, occasionally stop to sleep standing up against her cart.
I was in the next checkout aisle across from this lady. She started making small talk with people behind her, but it was incoherent. The people behind her were looking at each other like, "WTF is she saying?" This was after the lady cut the line and skipped ahead of a black female. The black female then stepped right back in front of her.
I watched her get in her car, get back out of her car, and then go back into a dollar store (different store but was next door to where I observed her behavior). She was in there for 10 minutes. I had made up my mind that I was going to call the police if she tried to get in her car and drive.
She did, and I called the Baton Rouge City Police. Twice. The phone rang. And rang. And rang. And rang. No one picked up. I let the phone ring for at least a minute and a half each time, possibly more. I continued to follow her where she immediately pulled into a gas station and parked by the dumpster, rolling her car in forward and reverse numerous times.
I called 911. 911 actually connected me with the Baton Rouge City Police. They picked up. I notified them of the situation. After I hung up with them, I had to move my car because I witnessed a drug deal and didn't feel safe. I left for 30 seconds to reposition my car (had to pull out on the side street and turn around to find a safer place to park).
The fire department and ambulance pull up to the gas station. I then pull up. The lady in a Red Honda Fit has a notary sign on her vehicle left. She got away. She must have driven away when she heard and saw the sirens pulling into the gas station. The Baton Rouge City Police did not show up.
Is this standard practice now to send paramedics instead of a police officer? My genuine concern is that this lady could have killed herself or someone else because she was on drugs. Her teeth were blue.
This was in a very well-traveled, and populated area of Baton Rouge. College Drive.

What you reported was primarily a health and safety issue instead of a law enforcement issue. If a unit was available, they probably would have responded as well, but EMS sounds perfectly acceptable in that scenario. You would normally get both.

The question is: how do you know it was this vs. a diabetic issue or a stroke or any number of other things? I think the response was appropriate, but that is just my opinion. The cops would just call EMS for a person who was altered anyway.
ETA: Not being a jerk, just speaking from experience.

Everyone I know that lives in Baton Rouge has been talking about the crime lately. They may not know the condition of the BRPD, but I think all aware that Baton Rouge itself is in bad shape.
