If a white neighborhood looked like that, the first thing is get all the trash picked up, then form a committee to distribute funding available for home repair, then set up a neighborhood watch and an HOA to regulate appearances.

No pride, no effort, entitlement class laziness.

New Orleans has plenty of shitty hoods but nothing looking that bad. The closest to that in Nola is probably Skyview Dr area in the East or Wall Blvd/Murl St in Algiers.
