They could stop 75% of these riots by disabling cellphones on the scene

Maybe spray water cannons straight into the air to behave like heavy rain? Maybe a concentrated EMP? I know the military has that capability.
People just want to live stream and/or video this to share on social media. If they can't show off to the internet how awesome they are, they will leave.

it's pretty scary that we are willing to give the government the power to shut down civilian communication in an area.
ETA: it'd be more palatable to me if they could only target the folks doing the looting/rioting, not just anybody in the area. Even then, though....they have the power to quickly target devices on that many people that quickly. scares the heck out of me. the government doesn't always use power for good.

Not really. They do this in hostage situations and things like that. These people are causing billions in damage and ruining businesses when the economy is already fragile. The violence has to stop.
Communication isn't enough here though, they need to stop people from videoing it so they can't share it later.
I know when we killed Bin Laden the helicopter somehow carried an EMP around that blacked out everything around it in a concentrated area.

But a cell signal jammer would be a decent start.

Peaceful protesting obviously should be allowed to continue without interference.

How about just turn off the 4G and shut the social media down? Social media is the gas on the fire here. Shut down twitter, IG, Snap, etc. and it's a lot less interesting for everyone and they go home, not to mention the organizing of the riots seem to be coming on twitter, etc.

Yes, they have concentrated EMPs now. I would like the powerful water cannons shot directly into the air over the protesters to act like heavy rain is a more practical measure though.

You can't do this. These are private businesses and are international platforms.
It has to be localized response to keep cellphones in pockets.

I'm stopping people from using their cell phones. We do that all the time. Movie theaters have damn jammers for god's sake.

I'm glad they are. I've been watching a lot of them and they give a clearer picture to what's been going down.
Most of the ones I've watched have been the protests without violent incidents, other than the pig cops being pig cops. I have watched a few of the looting ones - also pigs. The disparity in police presence at the peaceful events compared to the looting scenes is jarring. Almost like the police want the looting to happen.
