The government is probably paying for a large portion of the phones so they should be able to stop service on them at will.

They've been protesting in our downtown area with multiple major corporations in the area (i.e. Humana) as well as multiple major hospitals that service the state as well as Metro Corrections and the Courthouse.

No but they have laws that define if they are a platform or a publisher. The issue is when they cross those laws and become a publisher but you know this.

Of course I do. My point is the slope gets extremely slippery when you say it's ok to start ignoring some rights for the greater good.
