You don't need an EMP. The military has had full spectrum jammers for years now. It's what military convoys ran with in Iraq/Afghanistan to keep cell phone detonated IEDs from going off.

I’m not going to act like I have some easy solution to differentiate rioters from a panicked crowd and stop it, but I don’t like this idea.

I think for now, they just have to do curfews at 7 pm and sweep everyone away who is out after that point. If it gets ugly during the day, idk. I'm not crazy about gas and rubber bullets or disabling cell service, but what else can you do?

It mostly doesn’t though so the curfews are a good idea. People are too pussy to do it in broad daylight.

THey could stop instigating and antagonizing the ones that are trying to peacefully protest, and focus more of their energy on the ones actually causing destruction.

Does anyone actually think this guy they arrested was posing a threat? Why was he the only one arrested in this group? THey were trying to instigate the rest of them to react so they could crack down on them.
