I said "appropriate control" to the hazard.
OSHA requires that the PPE assessment be "certified" by the employer. So they have to perform a documented assessment of workplace hazards and assign protective equipment as appropriate.
The hierarchy of controls are: Elimination, Engineering Controls, Administrative Controls, and PPE...so you have to try to eliminate the hazard first...then you try to engineer it out, then you try to limit exposure administratively, then PPE is the last resort.

The interesting thing about that policy is that millions of people that get paid in cash, and don’t report their income, will be exposed. A huge amount of these people also use their reported income figures for government benefits.
