Probably low on fluid.
My personal favorite is when people change lanes to get into a turn lane and then turn their blinker on after they already changed lanes. Do you really think you need to let everyone know you are turning right when you are already in the right turn only lane? I see cops do this a lot. In fact I rarely see cops use their turn signals correctly.

I will give up turn signal usage for people not cruising along in the passing lane and using it only for passing.

Using your blinker is good for everyone involved. Saves both parties time and frustration.
