Think the Navy calls them a Radar Navigations Officer. At least they used to. Most people just call them the rear seat or “rear”.

A late friend of mine was an F-14 WSO. He could t be a pilot because of his vision. He died in a plane crash at Pax River. Went to work as a navionics guy for a private contractor. Plane went down on approach.

The backseaters are the WO's or the RIO's. (Weapons Officer or Radar Intercept Officer). Aircraft like the F-14 Tomcat required a lot of attention from the pilot to flying the aircraft. In combat situations he could quickly get overloaded. RIO's and "Wizzo's" kept up with the weapons systems and weapons radar as well as aiding in navigating the aircraft.
Many of the back seaters were every bit as qualified as the pilots with the exception, possibly, of eyesight or color vision. Nearly all of them were also pilots, but weren't checked out as first pilots in the aircraft they manned. Some aircraft had redundant pilot controls for the back seat guys, while others had the back seat console and controls dedicated exclusively to weapons systems.
A lot of folks consider the back seat guys to be second-rate flyboys, but that couldn't be further from the truth. They have to be in top physical condition just as much as the pilots, and they have to be damned near geniuses to handle the workload thrown at them while their chauffeur in the front seat deals with traffic.

Without any knowledge of how it all works, I assume that if they are not certified pilots, they at least know how to fly a jet.

Seriously, some guys/gals aspire to be RIO/WSO's, some guys/gals end up being RIO/WSO's because they had some issue that kept them from qualifying for Pilot position. Many of them have pilot licenses and can fly, some apply for a designator change and eventually move to the front seat, actual military airframes differ in whether there are flight controls in the rear cockpit or not. I instructed in a lot of two=seat F-18s, but only flew single-seat in the fleet/reserves. I can definitely see how having a second aircrew could be valuable in some scenarios. But glad I was single-seat nonetheless.

Wrong. The F-15B/D is the 2 seater used for training. Were you even a pilot? Or just talking out your arse?
