The female dichotomy, can men look or not look?

Basically, this very attractive woman is upset because when she goes out in public in a tight shirt without a bra, men stare at her. Granted there is a difference between an appreciative glance and a slack-jawed ogle.
I have always felt that that women don't mind a little stare if the guy is "in her league", but if she feels he isn't, then it's virtually sexual assault. It is not polite to stare whether it is a beautiful woman, an amputee, or anyone who stands out of the ordinary.
It seems a little unreasonable to go out dressed to attract attention then be put off when you get it.
