The city of Jackson, MS is refusing to pay $400,000 light bill

You literally can't make this shite up

The reasoning behind it, 84 light fixtures don't work, and Entergy has fixed all but 9 of them, so the Jackson govt feels that 9 out of 22,000 street lights not working is grounds to not pay the bill.

I haven't checked to be sure, but my guess is that Jackson is a bit cash-strapped and not in a mood to be generous.

Baton Rouge is teetering on the edge of becoming just like Jackson. Years of African American mayors catering to the black population resulted in massive white flight to the suburbs. Now Jackson can't pay its bills because the people who were paying for everything don't live within the city limits anymore.
