They're a cheap way to prevent cross-over head ons. Even a slack cable will work to redirect a car, Had a friend who was killed several years ago on I-49 as a result of someone having a heart attack and crossing over. You're wrong in your assesment.

I was told that the cables are slack for a reason. They are supposed to wrap up in the car wheels and slow the car down. If they were tight they would either snap or cut the car into.

Had a car spinning out of control in the rain headed my direction get caught in the cables. You have no idea what you are talking about.
If those cables scare you while riding a motorcycle then stop riding. People crash bikes due to pot holes. Bikes themselves are death traps.

Cable Barriers are not the panacea they may seem. Even many highway agencies have stated they have the worst accident experience and are the most expensive to maintain.
"The California Department of Transportation used the cable rail system as their standard during the early 1960s, but abandoned it by 1978. The agency stated in its 1997 Cable Median Barriers Report that the cable barrier is “the least expensive to install, but it has had the worst accident experience and is the most expensive to maintain.”

Moreover there is absolutely no consideration for motorcyclist safety with this system. It's why you won't see them in Europe where motorcyclist safety is taken into consideration in highway design.
They are cheap to install, that is the only advantage.

I saw them stop an RV from crossing over into on coming traffic, it's not up for debate whether they are worth the money or not. Stop talking out of your arse.

So a man was driving at a high rate of speed and not wearing a helmet and lived. I don't see your point. Sounds like he possibly was saved by the cables.

Concrete barrier is the best way to prevent crossover collisions.
The cable barriers work when they are intact....but they are often mangled and broken. The state takes months to fix them.

Apparently there is a debate.
The cost to install, the cost to maintain, the cost of damage to vehicles that would not have bene damaged from partial runoff, etc. need to be factored in to the overall cost of the system.
Our government loves to buy things that are cheap to install and expensive to maintain.
