Yes. The only way to get to your conclusion is to look at every single potential hate crime case and see who was convicted or not and at what rates within the hate crime is.
You can’t just use the entire population of people that don’t commit crimes.
And on your note in white people. More white people get shot by cops. White criminals are more likely to be shot than a black criminal. Btw black criminals are the highest number under murder. So looking at those stats you can come to the conclusion of blacks murder at a higher rate than any other race.
