Hate crimes create a victim privilege. I have seen many videos on the OT where a black man has clearly attacked a white or asian person senselessly and under circumstances where a "hate crime" likely occurred. But, they aren very rarely prosecuted that way.

Yeah, hate crime is such a weird concept. It doesn't matter why someone commits a crime. All that matters is what the crime was. It's a small step from being thought police. If someone stabs me because I'm white or because I was simply standing next to him, I don't really give a shite. I just care that I got stabbed.

The per capita bullshite is useless.
Not all white people commit hate crimes and not all black people commit hate crimes. So why would we use the entire population?
It’s like the cop shootings. Since covid I have had zero interactions with police. So why would I be included in police shooting statistics? My chance of being shot by the police over the past 2 years has been zero. Same with a lot of people.
