It was announced just 72 hours before that the fund was running out of money. It’s likely Tesla pushed to get all its unfiled rebates submitted in bulk in those 72 hours before the money was gone. When announced fund only had enough money to subsidize the purchases of around 16,000 EVs. Tesla got in its 8,600 before other dealers could even blink especially in areas where dealers cannot be open on weekends.
I bet Tesla had people working over the weekend to get submissions in before locals came back to work on Monday.
So when the star says -

Interesting that at the end of the clip, after all the mud and innuendo is tossed around they throw in the fact the minister of transportation said they believe Tesla followed all the rules of the program.
