I met him more than a few times and he seemed to be genuine in his approach to public service and he has to be credited for the positive changes he brought about at Angola.
In the grand scheme of corruption that is Louisiana politics, I think he was a small timer. But, he had the right enemies and was outwardly Christian, which made him a big time target.

Was a great warden many many years ago. Did a lot of great things for Angola as far as changing the culture. However he made himself and his family very well taken care of by the tax payers. He basically retired around 5 years ago and kept pulling checks. His friendship with Jimmy Leblanc allowed it all. They are a main reason why the DOC is so underfunded today.

AS corrupt as they come. He truly is a real-life villain out of a book or movie. My nickname for him was always Boss Hogg. He ran Angola like it was his personal property, not as an employee of the state whose job it was to fairly administer a correctional facility. I never trusted the man. And I first met him when he was warden of Dixon in Jackson and was the employee representative to the civil service board. He fooled a lot of people for a long time.

Because he was allowed to by Jimmy Leblanc. As long as they never ended up on the news, Cain could do whatever he wanted. Social media changed all of that.

Exactly. Because he was allowed to by Jimmy Leblanc. We are saying the same thing. The Sec of the DOC has the power but they let Burl do what he pleased. Social media exposed it.

We are saying the same thing except I’m saying Burl Cain ran the whole damn operation for years. Long before LeBlanc became secretary. Now, I do believe Leblanc made it easier than Stalder, but I suppose I could be mistaken in that count. All I know is that for many years, Burl Cain was one of, if not the most powerful men in that state that most people didn’t know about. He really is an interesting character study.

He’s a novelty and fixture of the Deep South. We should keep him just for that. Don’t really care if he got some taxpayer dollars to be honest. It’s not like the state would’ve have used them any better than him.

I've never met Burl Cain but someone I know and trust who has worked at Angola as a contract doctor there had only good things to say about how Cain turned the prison around from a hell hole that led the nation in most number of murders of prisoners by prisoners to where you never hear it happening after Cain took over.
It doesn't excuse Cain for any corruption that might have happened under his watch.
