Even though corporal punishment had largely been abandoned by the time I was in school (early 90's to early 00's), every single damn year, my father would draft a notarized letter to every teacher and administrator that encouraged and allowed them to beat my arse silly if they thought it was necessary.
Needless to say, I never did anything to get that punishment, since I wasn't keen on two paddlings in a day.

There would be a huge percentage of kids in failing districts who wouldn't even attempt to login to do online work and would just run wild all day

Around ATL in the 90's every county had an alternative school for the poor kids that got in trouble and a private school for rich kids that got in trouble. The bad seeds were removed. Sure there were a few teacher assaults but you never saw those dudes again.

it's not as much those kids as the kids in special ed that you never saw b/c they had their own classes/schedule

Exactly what they are doing now, except at school, influencing other kids
We get very little for the money we spend on education, it's a colossal waste.

Teachers/Admins are only responsible for kids on average 4 days a week for what 8 hours a day from September to April.

I will say that social media, Tik Tok, and cellphone access have enabled students to feel more empowered as people. They're independent and often engaging in social activities (or exploring the Internet) without their parents' knowledge. It's absurd how many kids as young as kindergarten are freely searching the bowels of the Internet without any guidance or restrictions from their parents.
A kid my son goes to school with was watching a video about Minecraft and it was some guy making fun of others playing the game. The guy was using words like "****" and "count" and other fun 12-year-old-boy cuss words. I asked the kid how he got to that video and he said he just clicks the suggested videos at the end of other videos.
So maybe students are more unruly because of that, but honestly, I haven't noticed it. But again...might just be how I run my classroom.

There are alternative schools in Memphis. I'm the board chair of a charter school and if we expel a kid they have 3 choices: 1) home school, 2) private school, or 3) alternative school.

The issue is discipline and student removal.
NCLB was an absolutely awful piece of legislation.

I once had a special ed kid call me a motherfricker and then threw multiple textbooks at me. This was about ten years ago. We had a special meeting and it was decided that it was a manifestation of his disability. No real discipline issues. I think he went to the self-contained room for a week for a "calm down" period and came back with no other repercussions.
Actually ended up being more work for me because I had to put together everything we were doing in class to send to him to do in that room.

As someone who went to a public school like this I can confirm this was the case in the 90s. If you were doing well the teachers paid no attention to you. You were not pushed to learn. They had to focus on the bottom students.

I gave up on teaching pretty damn quickly. Constant excuses for problematic kids from counselors and parents. This was an alternative school and. Kids had to sign a "contract." It was never upheld.
It's all about butts in the seat, not learning. Federal and State $$$
