Similar scenario with the New Orleans Transit Authority contracting out the entire public agency to a private contractor for 10 years with very little public accountability. I don't want to turn this into a PT topic, but we are often too eager to contract out public services and public agency functions without any thoughts of public transparency.

Go run properties owned by the Temples. they own several in the name of Harmony House. Those properties are supposed to be halfway houses and treatment centers, but I have personally observed prostitution and drug dealing out of them. Many of his properties are blighted and unsecured with homeless and seedy characters living in and around. The city does nothing.

We need Nak on this.

I work with a nonprofit that has a CEA with a government agency.

When we started, I was very clear that I didn't want our nonprofit to take receipt of any public money.

The agreement we have, has the government agency directly paying for a lot of expenses, out of taxpayer funds. The nonprofit basically supplies volunteers and raises additional funds to help supplement what the agency is doing.

It takes a lot for these non-profits to stay in compliance with the law. Because of that, there is a lot of gray area that can be exploited.

I hear you in theory, I do.

In the instance of the RTA, Transdev has the RTA in so much better shape these days, compared to when it was under public management, that there is truly no comparison.

I'm sure there can be more accountability and oversight, but no way I want to return to the agency running things themselves.

I think the point that he was trying to make isn't that the non-profit he's associated with foregoes public financial support, but that the non-profit is accepting public aid while ensuring that it is under the full umbrella of public accountability. The government agency has to account for every check written in this arrangement. So, when the public asks "What was this check for?", the government opens up its ledger and is able to say "for rent on XXX property" or "for Entergy bill number YYY". This way, there's far less opportunity for impropriety or even the appearance of impropriety.

This is in stark contrast to an arrangement like EBRCOA enjoys where checks are written directly to the EBRCOA. When we ask the government where our money went, we are told that the check was written to the EBRCOA and when we ask them, we get obfuscation and a shrug.

NGOs have become an avenue for the politically connected to get rich under the guise of charity.

Too many rake in tons of the taxpayers’ money, with little to no oversight or questions asked.

If you are receiving public funds, you BETTER be able to cough up contract details involving the expenditures of public dollars.
