First, taken at face value, this is horrible. Unimaginable even.
That being said, no judge anywhere would take custody of a teenager away from a mother they’ve lived with all their lives and award it to a father who just entered the picture, plus award child support, just because the mother gave the child a cell phone. That’s what the article says, and I’ll bet there are some interesting details which have been left out of the story.
All that said, even if the mother is a deadbeat druggie, custody should not go to the father of the child was the product of rape. It should go to another, stable relative.

I did not track down any changes in LA law but the article states it was illegal at the time, just as it would be today.
