This shite is out of control. A few weeks ago I was driving down E. Boyd from Nicholson to Highland. Like 6 cars (all Camaros, Mustangs, or Chargers) and one motorcycle peeled out of the Circle K parking lot onto Boyd, also headed towards Highland. They took turns trying to drift out of the parking lot while one of them blocked traffic at E. Boyd & Burbank - I was the first car behind them. Then when they got to the stop sign at Highland, they blocked off Highland like a fricking motorcade (one car parked across the lane headed toward campus and another blocked the lane headed away from campus) and took turns peeling out onto Highland going towards LSU. I’m fairly certain they all proceeded to blow through the red light at Highland & W. Parker, but at that point I was heading the opposite direction. This was at like 4:30 in the fricking afternoon. I’m amazed none of them crashed into another car in traffic or, worse, killed a pedestrian. It says a lot about how little they fear prosecution when they do that shite during rush hour 200 feet from the south gates of LSU campus. (CSB, I know, but frick these people.)

I work with LEO, courts etc in the software business. I meet with judges, chiefs and sheriff's pretty regular. I can tell you the biggest issue facing the criminal justice system is dealing with juveniles.

The state doesn't have the capacity to lock up all of the juvenile offenders for several reasons

1.) The state had to close many of the Juvenile prions due to the federal consent decree in 2009.
2.) the state never invested any money in new facilities and better programs
3.) Local agencies are basically having to absorb the cost of incarceration which can be $500 a day.


A juvenile almost has to commit a murder, rape attempted murder (gunshot wound) or armed robbery to get locked up.

Gangs are recruiting younger and younger because of this very fact.

Also prisons aren't immune to staffing issues like everywhere else. They have severe shortage of staff to man slots on a shift. Some places that are under any kind of federal guidelines have t have so many officers working per a certain amount of inmates.
