TOPs will be gone within 5-10 years. Once the choice is between raising standards (racist/classist) and scrapping it, they'll scrap it.

I don't completely disagree with the idea. Why should LA taxpayers pay for a resident's education only to have them move out of state immediately? It really doesn't benefit LA at all in that scenario.

They'll fund it partially before scrapping it but it's definitely on the chopping block

They shouldn't, that's my point. I think you should have to pay it back if you move out of state. If you move back while still playing it back the rest is forgiven and the amount paid can be used as a deduction on your state tax return.

I'd be curious to see what that would do to enrollment, particularly with tuition rates where they are now. Most degrees from a state university in LA probably aren't worth 12-15k per year.

I think that's right but if I was a parent of a HS/Jr high kid I wouldn't be counting on having it around.

More people will take out student loans and go to junior colleges or the local university. LSU will take a hit, just because without TOPs, a lot of parents wouldn't pony up for the rent / cost of living.

The number of highschool students staying in state after college would decline even further, because that small percentage that went on TOPS and stayed is now gone.

I find it hilarious that the general attitude is to punish students for leaving the state rather than improve the state to encourage them to stay.

I don't think the intent would be to punish students but rather to look after the best interest of taxpayers in the state. The role of government should be to be good stewards of public funds and educating a portion of the Texas workforce on LA taxpayer's backs is not sustainable.

JBE wants to reduce O&G in Louisiana too.

He wants to sue them till they leave.

His idea of economic development is to create class action lawsuits on behalf of the state he can farm out to his trial lawyers buddies who will then enrich him and his family once he leaves office.

Screw him.

end TOPS, end film welfare, end live music welfare and tax the retirements of the government class like the rest of us are taxed

Want real life changes:

Real loser pay and all tort cases in front of three judge panels instead of juries. Business would leave Texas to come to Louisiana with that. Plaintiffs and defendants would be better off.

It really is amazing that he attacks one of the few things this state has going for it. The politicians and the dependent class will eventually chase most of the taxpayers out of LA

Is continuing to be the second or third worst state in the country sustainable? I just don't understand why keeping those students here isn't the first goal. Making them pay if they leave won't keep most people here. A significant portion will just stop going to Louisiana schools.

That is the goal which is why the change to TOPS was suggested.

Possibly so. If they can't find a job than paying back the state would kind of be the only option.

They are already residents of LA so I doubt they'll just start paying out of state tuition somewhere else. That would still be much more expensive. College tuition has gone up dramatically but I still pay about what LSU costs for an in-state resident for my daughter's private school for the 5th grade. Sad but true.

Louisiana needs to upgraded it's infrastructure. That's a key thing to do for the future, and making it a desirable place with companies and investors.

Not as amazing as all the fools who thing oil and gas is going anywhere, what with the amount they have invested in facilities and infrastructure, the low wages they can get away with paying, and the prime location on the lower Mississippi/Gulf Coast.

They've made untold billions while doing pretty much whatever they want.

They will if their chances of finding a job after college in Louisiana are poor. Which is the current situation. Scholarships can make up a lot of the difference for most good students.

That change would likely have the opposite affect. People aren't leaving Louisiana because they're bored, they're leaving because the job market is crap and the state is rundown.
