My kid will be 15 this summer, and is dead set on having some type of job during the summer.
Has done volunteer work the past two summers. Neither of those two opportunities seem viable this year.
Ideas?

Golf course. Laid back atmosphere, get to talk to lots of people (if he isn't an introvert), free golf, and if a pool, gets to see some ladies in their summertime bikinis.

I worked at Blue Bayou when I was 15 and 16. Locker Rentals was easily the best place to work since you couldnt be a lifeguard at that age. Needless to say, those were some pretty wonderful summers.

Mom and pop hardware store. Everyone should work at a hardware store.
They will learn things they will use the rest of their lives.

Weed eating ditches.
I did this and it made me get serious about what I wanted to do with my life even at a young age.
One thing it let me know is that I didn't want to be weed eating ditches the rest of my life because I was working with 40-50 year old men who had been doing it for years.
