You're basically trying to equate a kid who's parent is sick going to prom to someone who gets drunk and gets behind a wheel. As if the "personal responsibility" threshold is equal for the two. What the frick has happened to people?

If you're terrified about getting Covid stay in your house and if you have to go out, wear an N95 mask and wash your hands alot.

Demanding that anyone who goes to a massive social function should be protected from illness by criminal code is insane.
