Anyone saying they didn't get anything is almost certainly lying if they had kids in 2019. If there is a phase out for dependents, it's more than the adult phase out.

I did mine with HR Block and it looks like this has happened to a lot of people who filed with them

Actually quiet a few of them
ETA: I see my phrasing is wrong, which is leading to a misunderstanding. Tax law changed, but the change did not impact me until 2019...which just coincides with what Feds are looking at for AGI.
